Network Services Charging for Small Sites Policy

1. Purpose
This policy establishes charging principles for the provision of voice and data network services to those Monash University sites not directly serviced by the presence of the University’s core networks.
2. Background
Information Technology Services provides voice and data network services to the University Community. The initial establishment of these networks has been funded through project funding and the networks in new buildings funded as part of the building works. ITS charges a monthly service-charge to end user departments on the basis of the number of network connections. This is used to fund the operation and maintenance of these networks and the replacement of network components as they need to be upgraded.
Establishment of new sites away from the main campuses with a relatively small number of staff and students requires the establishment of network connections to the core University networks. These tail networks will also have additional operational costs such as fibre rental costs.
3. Scope
This policy applies to the establishment and operation of tail networks to sites other than those nominated by the DVC Resources or authorised delegate as core University sites for the purposes of network charging.
The nomination of core University site may be applied differently for voice and data networks.
4. Charging principles
Small sites will be charged as follows:
4.1 Service charges (monthly charges)
Monthly service charges will consist of 2 components:
- the standard per-service charge, at the appropriate rate for the entity, as for on-campus users
- PLUS: the full actual cost of operating the tail network link/s to the site, and any associated infrastructure, including costs of maintaining, upgrading over time, and staff support costs.
4.2 Installation charges (upfront charges)
Site establishment: When a site is first established, the full actual cost of establishing tail network link/s, associated infrastructure and all costs in establishing network services at the site will be charged. A per-site job-specific quote will be provided. Charges will include all costs including: project management; design; professional consulting services; liaising with all other parties involved in the project (including external consultants); equipment; materials; installation; commissioning; testing; and any external services brought in to implement the project.
Additional services (incremental growth post site establishment): Depending on the nature of the site, job–specific quotations may be required for additional end-user service installations.
4.3 Usage charges
Where ITS incurs no traffic-related charges in extending traffic to the site, standard usage charges, at the appropriate rate for the entity1, will normally apply.
Where ITS does incur traffic-related charges in extending traffic to the site (e.g. Telstra public network telephone charges to extend voice traffic to Box Hill Hospital), then these charges will be passed on to the end-user department, at the appropriate rate for the entity1. In these situations, standard usage charges will normally not apply.

Appendix 1 Core University Networks
At the time of writing, the core University networks are as outlined below.
Core data network
Monash’s "core data network" provides services to:
- Berwick campus
- Caulfield campus
- Clayton campus
- including: Business Park Blackburn Road; Normanby House; Beddoe Avenue; Mannix College
- Gippsland campus (Churchill)
- Parkville campus (VCP)
- Peninsula campus (Frankston)
- 30 Collins St Melbourne
- 472 Bourke Street Melbourne
- Monash Medical Centre Clayton (MMCC)
- including any other sites that can be cost-effectively reached via the Southern Health (SH) data network (currently: Moorabbin Hospital; Dandenong Hospital; Kingston Geriatric Centre)
- Alfred Medical School (AMS)
- including any other sites that can be cost-effectively reached via the Alfred Hospital data network (currently: AMREP; Box Hill Hospital; Maroondah Hospital).
3.2 Core voice network
Monash’s "core voice network" provides services to:
- Berwick campus
- Caulfield campus
- Clayton campus
- including: Business Park Blackburn Road; Normanby House; Beddoe Avenue
- Gippsland campus (Churchill)
- Parkville campus (VCP)
- Peninsula campus (Frankston)
- 30 Collins St Melbourne
- Alfred Medical School (AMS)
The "core voice network" specifically excludes:
- MMCC and other SH sites – these sites are serviced directly by local SH PABX systems, not Monash ITS.
- Box Hill Hospital – although this site is serviced by Monash ITS, it is a standalone system which is not connected to the core voice network.
- Mannix College – this site is serviced directly by a local PABX system operated by Mannix College, not Monash ITS.
