Collaborative Coursework Arrangements Policy

These procedures apply to the establishment and amendment of collaborative coursework arrangements.

1. A proposal for a collaborative coursework arrangement must identify the courses and types of activities to be undertaken within the arrangement.

2. Formal market research about the higher education provider/s must be undertaken and included in the proposal and must cover:

  1. Compatibility with Monash's education objectives;
  2. Safety and security of facilities and physical resources;
  3. Demographic profile;
  4. Student demand and capacity to pay;
  5. Competition from domestic and offshore providers;
  6. State of education infrastructure; and
  7. Transport and communication infrastructure; and
  8. Reputation of the University or Higher Education provider.

3. Proposals must ensure that:

  1. Where the course leads to a Monash degree, at least 48 credit points or 30% of teaching and curriculum development will be provided by Monash academic staff.
  2. Monash is partnered with reputable higher education provider/s which can offer a campus-based experience and provide continuity for student services such that:
      i.at the undergraduate level, on-campus learning should predominate
      ii.at the postgraduate level, both campus-based and off-campus learning are options.
  3. Courses are financially viable with a rate of return to Monash equivalent to at least 15% over direct costs.

4. Where it is planned to allocate to the host higher education provider/s the major responsibility for teaching, the following must be agreed in writing, and is subject to the following conditions:

  1. The curriculum must be developed or approved by Monash;
  2. Monash must oversee assessment, and control examinations and the setting of academic standards;
  3. Monash must also determine fees, by negotiation and ensure that they are compatible with the Monash fees policy;
  4. Students must have contact with Monash teaching throughout their course in the form of structured self-instructional materials developed by Monash staff;
  5. Monash must nominate its own course coordinator and approve the partner’s appointment of the on-site program director;
  6. Monash staff must be consulted about the appointment and supervision of the teaching staff;
  7. Students will be enrolled as Monash students upon commencement of the Monash component of the course;
  8. The proposer must indicate how examinations will be undertaken;
  9. The proposer must indicate conditions for the extensions or termination of the program;
  10. Monash-enrolled students who successfully complete all the requirements of their course will graduate with a Monash degree, and
  11. Students must be given appropriate access to the broad range of Monash resources through the Portal system and/or other mechanisms.
  12. Entry level requirements and subsequent academic performance of students will be monitored to ensure appropriate admission standards.
  13. The partner Higher Education Provider must award numerical marks and grades

5. Exceptions may be made in relation to joint degree programs.

6. Discussions must be undertaken with the Faculty Dean, Associate Dean (Teaching) and Faculty Manager as to whether the proposed collaborative coursework arrangement advances faculty teaching imperatives, and whether academic quality can be achieved and maintained.  The Faculty Dean must confirm in writing to the collaborative coursework arrangement proposer that the faculty will be able to resource the initiative.

7. Formal due diligence must occur with the host higher education provider/s. This should examine or include:

  1. Organisational ownership, governing body, legal status and structure;
  2. Capacity of the organisation to enter into a contract with Monash;
  3. A statement of mission and purpose, and evidence of its compatibility with Monash objectives;
  4. Evidence of adequate consideration of financial probity concerns in the partnership;
  5. Evidence of stable financial status of the partner organisation;
  6. Recognition and support for the organisation in both the host country (particularly by its government), and Australia if relevant;
  7. The organisation’s business plan for the proposal;
  8. Capacity to ensure secure appropriate approvals;
  9. Experience in education;
  10. Academic staff and employment processes;
  11. Physical resources and facilities;
  12. Student admission, enrolment and support services;
  13. Quality Management System.

8. Exceptions may be made in relation to  Joint Degree Programs.

9. A formal business plan must be prepared for the collaborative coursework arrangement that details the extent of the commitment of Monash to the arrangement in business and financial terms.

10.The collaborative coursework arrangement must set out;

  1.  the end date of the agreement, including provisions for students enrolled at the time of termination who wish to graduate with a Monash degree;
  2. that no obligations to students will be made that might extend beyond the agreement expiry date.

11.Once the collaborative coursework arrangement is approved by the faculty board, the faculty must consult with the Office of International Engagement and the University Solicitor’s office.  A contract must be drawn up between Monash and the host higher education provider/s.  The collaborative coursework arrangement contract must list:

  1. the means by which disputes are resolved.
  2. for transnational partnerships, any government requirements or restraints.

12. Approval of the Agreement is required from the Deputy Vice Chancellor (Education) and Deputy Vice Chancellor (Global Engagement).

13. The Vice-Chancellor must sign, or authorise the signing, of the contract between Monash and the host higher education provider before the in-country collaborative coursework arrangement is executed by the host higher education provider’s Vice-Chancellor.

14. Relevant government approvals must be received prior to the commencement of any collaborative coursework arrangement.

15. A copy of the Agreement will be kept with the Faculty Dean and the Office of International Engagement, on the International Agreements Database Webpage.
