Establishing, Disestablishing and Amending Coursework Courses ProceduresParent PolicyEstablishing, Disestablishing and Amending Coursework Courses and Units Policy University Course Proposal TemplateAt undergraduate and graduate/postgraduate coursework levels, the approved Course Proposal Template must be used in the development and approval process for all new courses. For course amendments that fall within the six defined categories of university-level strategic significance, the Strategic Course Amendment Template must be used. A Course Costing Model, Library Impact Statement and Technology Impact Statement must be provided for both new courses and strategic course amendments. If a new course or course amendment is developed from 90% or more of existing units, course proposers are not required to fill out a course costing model, but need to fill out a Course Profitability model. Exception to this rule: Monash South Africa (MSA) course proposers must:
ResponsibilityOffice of Pro Vice-Chancellor Planning and Quality University Course Approval ProcessEach proposal will be considered in terms of its strategic, academic and business cases. To be consistent all proposals must comply with university policies, procedures, Monash Directions 2025, the Academic plan and where relevant the transnational education strategy. Faculty Initiated Course ProposalsAcceptable proposals will be submitted by the Associate Dean (Education)/Faculty Manager to the Faculty Board and Dean for faculty approval of the overall strategic, academic and business case. The Dean will then send the proposal to the Office of the Pro Vice-Chancellor (Planning and Quality) for final university endorsement. Pro Vice-Chancellor Campus Initiated Course ProposalsPro Vice-Chancellor campus course proposals (i.e.: Gippsland, Malaysia and South Africa) also require endorsement by the Pro Vice-Chancellor (Planning and Quality). University Course Endorsement ProcessThe course proposal documentation is checked by the Manager Financial Resources Planning for the business aspects; Office of the Deputy Vice-Chancellor (International) for the international aspects; and the Office of the Pro Vice-Chancellor (Planning and Quality) to ensure that the proposal was developed in accordance with the university’s education policies and that adequate consultation where appropriate have taken place. The Pro Vice-Chancellor (Planning and Quality) sends a formal letter to the faculty and/or campus specifying the outcome. Courses must not be entered onto Callista nor should they be included in marketing publications until their proposals are fully approved, which includes receiving the endorsement at the university level, as advised by the Pro Vice-Chancellor (Planning and Quality). ResponsibilityOffice of Pro Vice-Chancellor Planning and Quality Monash Malaysia and Monash South Africa Costing Model ProcessNew course proposals, or amendments to courses falling within the six defined categories of university-level strategic significance, to be offered at Sunway Campus, Malaysia or Monash South Africa need to be reviewed and approved by the appropriate campus advisory group, and endorsed by the respective Board (or nominee). The proposal needs to include a properly structured business plan, a costing schedule and commentary on the economics of the proposal. As a separate exercise the Monash faculty concerned will be required to review any potential “Australian originated” costs to support the new course at Sunway Campus, Malaysia or Monash South Africa, such as: development activity, seconded staff, travel costs in relation to either teaching or quality review matters, administration etc. The Monash costing model can be used to assist in calculating the “Australian originated” costs. If additional services are required from the faculty in relation to the introduction of a new course the details, terms of agreement and costs will be agreed between the parties as required. The offshore entities have the right to determine the services required for their operation. Once the financial requirements are deemed satisfactory, the academic and strategic arguments of the course proposal will need to be reviewed and approved by the Deputy Vice-Chancellor (Education) or nominee. For Sunway Campus, Malaysia new course proposals, the business case must include a properly structured business plan, a costing schedule and commentary on the economics of the proposal based on local inputs. Both the faculty and Monash Malaysia need to be in agreement that the Australian costs are covered by the annual share of revenues to the University and other direct charges for any additional services deemed necessary are recovered via an agreed process within an agreed timeframe.
